Which building has the highest occupancy level in the world?

Occupancy as in the number of people that can evacuate from the building in case of an emergency.

I tried looking on wiki and couldn't find any info on what the record is for occupancy.

Comfortably as in the same way engineers arrive at that maximum occupancy number. I assume that is comfortable capacity.

Not comfort, but fire safety. How many can safely extricate the building in case of emergency

They're all connected though, many times over. It's kind of like one building with a lot of wings arranged in a particular way. It's not like the petronas towers where it's two very distinct buildings with one connection.

Seeing the crowd clear out of the Indianapolis Motor Speedway after the Indy 500 is quite a site. It's just a sea of people (estimates are up to 500k I believe, but it's probably a lot less). And they clear out quickly.

If that doesn't count as a building, then perhaps a large dome stadium?

Edit: Or perhaps Boeing's largest factor in (I believe) Everett, WA. While it may not generally have a lot of people in it, I bet it could hold and evacuate a hell of a lot of people in the event of a fire.
