Which AGP card is better X1650 or X800GTO?

The X800 will be slightly faster, I believe, although it omits functionality for Pixel Shaders of the SM 2 level. It also has old drivers available for Window9x, which the X1xxx's do not. I would say that the convenience of skipping the mail-in effort and waiting for it to be honored is worth an extra consideration.

The gto is slightly faster, but keep in mind that you're buying an open box version of a card than was known to be a modder's toy for unlocking and overclocking. So there's slightly more risk than usual of you getting a damaged card.

IIRC, the most recent x800gto's from sapphire are unlocked from the factory so have 16 pipes by default...that could just be for the pci-e ones, plus this is open box so i dunno, and if it's not r480 (might not be), it won't OC well...but that x1650 has a low memory clock and only a 128 bit bandwidth so would have very poor memory bandwidth relative to that x800. i would just look around in the fs/ft forum for a better deal on like a high end gf6 or x800 part, you could probably get a better one there.
