The questions posed by the OP was which act was "illegaler", and the answer is that both acts are equally legal.

As far as looking at underage girls being "sick", my opinion is that it depends on the age of the girl, and whether she's developed secondary sexual characteristics. There's a FREAKIN' ENORMOUS difference between looking lustfully at an 8 year old, versus a 15 year old.
