Where's the limitation?

I see some people getting 250-260mhz out of their ti200 GF3 GPU's and on my week 45 visiontek i can't get above 230 100% stable no matter how I set the memory, so I just run 230/500 for now, what's the reasoning? I have a big 92mm fan blowing over the card and I removed the sink/fan and cleaned it up and applied some thermal paste, still no higher.... seems to be hardware limited, anyway to overcome?

Ambient temp of room is ~70 degrees, motherboard stays @ 69f and processor @ 84f idle

Overclocking is largely based on luck and sometimes even the best cooling won't help you go any higher.
