Where's the Control in HDMI Control?

It's pretty safe to say that I'm a fan of keeping things simple. HDMI-CEC is a feature built into the HDMI spec that allows you to control devices throughout the HDMI chain (that are connected to the same TV) through a single device. However, there's one very large issue that I have with the technology: it's too simple. The problem arises from the fact that in every instance that I've used, it's largely a feature that you turn on, and it just kind of does what it's been programmed to do.

For example, in my previous setup, if I turned my Mitsubishi DLP on, it would turn my receiver on. Now, if I turn my Vizio TV on, it does nothing. In my previous setup, if I turned my PS3 on, it would turn the receiver and the TV on (actually it turns the TV on, which turns the receiver on), which also resulted in the input being changed to PS3 on the receiver. With my Vizio, turning the PS3 on just results in the TV being turned on. All of the variances make me wonder, where are all the options? Why can't I tell my Vizio TV to turn on the receiver? The TV is the "master" of all devices in the HDMI-CEC chain. Amusingly enough, the TV refuses to turn the receiver on, but it will turn it off.

I'm not missing anything in regard to setup with this, am I? I'm pretty certain that I'm just stuck with whatever operations the hardware takes. :(

It's also rather odd that with the use of HTPCs, HDMI-CEC support is rather non-existent. There are a few devices (such as the Pulse Eighty) and motherboards (only a few by Intel) that provide support for it, but it's largely ignored by manufacturers.
