Wheres my CSGO bottleneck? Where should i upgrade?

I'm looking to bump up my system for slightly faster CSGO performance. Specs are in my sig:

Intel 4570 || GA-Z87X-D3H || 2x4gb G.Skill RipjawX DDR3 1600
Samsung Evo 120gb || WD 640gb Blue || Noctua DH14
Visiontek RX580 8gb || LG 32QK500 (1440p@75hz) + Dell U2413 (19x12@60hz)
Klipsch 2.1 || Shure SRH840 || Sennheiser HJD598SE || Sony Gold Headset || Razer Blackwidow Stealth || Logitech G500s

I want to game at CSGO 1440p @ max settings. My monitor has AMD Freesync (i dont fully understand it) but i set the windows refresh rate to 75hz, but i'm aiming for max CSGO Fps. I currently still get dips down below 100fps.

My considerations:
-I know csgo is CPU dependant, but a cpu upgrade would basically mean new cpu, mb, ram, which means i might as well spend $800 to upgrade everything.
-I just got the Video card + LG Monitor new.
-Considering buying an identical set of GSkil 2x4gb Ram for $45, what improvements will this have for me?
-Are new SSDs (PCIE / Sata) much better than what i have from 2013? Overall Boot times (Windows + Games) are important to me too...

You won't gain anything from ram, and ssd speed...well you can look at benches of your specific one in case you have a very slow one but in general there wasn't any big breakthrough you could go for a ssd with ram cache but that's for reaccouring data mostly.

Unless I'm missing something you are limited by your monitor refresh rate of 75hz so you only need a minimum of 75fps. If you want higher minimum fps you will need a faster cpu. You could see how much 2nd hand 4790k's go for these days, that would be a nice upgrade.

At first glance I would say the CPU is the weakest link in your system, and a 4690K overclocked to ~4.5GHz should give you a nice boost for CSGO.

Have you tried dropping the settings a little bit to see if the problem disappears? If it doesn't then a better CPU is definitely the way to go, but I don't know whether I'd want to spend more than a 4690K costs to upgrade, it's probably better to just rebuild the whole system at that point.

In regards to FreeSync (to the OP), it allows your monitor reduce the amount of stuttering and input lag you get with V-sync, but also helps avoid the screen tearing that you get without V-sync. That said, your FS monitor has a max refresh rate of 75hz. Even if your rig can run CS:GO faster than 75hz, you won't be able to see the extra frames because your monitor tops out at 75hz instead of like 100hz or 144hz.

Otherwise, I only see two options. Either reduce your graphical settings and turn off any kind of V-sync for more FPS, or you can buy a 2nd hand Haswell CPU from eBay or wherever. If you're willing to spend about $100 or even less for a used i5-4670K (or i5-4690K if your Z87 mobo supports Devil's Canyon CPUs) on eBay, it can definitely improve your FPS in CS:GO by a lot.

IMO, you have a pretty decent setup. I don't see the point of getting rid of it just because of your locked CPU, which you can easily upgrade with a 2nd hand Haswell i5-K or i7-K. And Haswell CPUs still perform nicely even as of right now. Obviously it won't be as fast as Coffee Lake, but it can still perform quite well on its own.

Yeah. For 1080P gaming, specifically, I believe that a decent overclocked Haswell rig is somewhat competitive with a Ryzen 1st-Gen CPU rig. Obviously, YMMV a bit, depending on RAM clocks and timings and GPU, and future Ryzen-oriented optimizations.

This. Anything over 75 fps you won't notice. You said the dip is only to 100, so I don't see a problem. OP, are you actually "feeling" slowness in the game, or are you just going by numbers you believe to be too low?
