I think they have it setup wrong as well, It is read as a private forum. It shouldn't be private though. (private like the moderator reporting forum).

Maybe it's so un-registered users can't browse it. *shrug* Just a guess.

I believe the user permission for that forum is configured wrong, and should be adjusted so registered users can view it.
