It appears the Treasury didn't participate, so I was wrong about that, too. Funny, I'm positive I remember watching television ads promoting the 'currency tracking project' and it was sponsored by some department of the Treasury that promotes other things of public interest/education. A national television ad campaign costs millions of dollars. The treasury didn't start it, a man named Hank Eskin did. But the treasury appears to have stamped bills with it though and says it's ok to write on them.
