Where to rent a portable air conditioner in Los Angeles, CA?

What are you trying to cool? If it's just one room, just buy a window unit, they are 150 or so.

<< I thought apartments had AC.. >>

It has an AC, but a very weak one, and only in the living room. You can't feel it in a bedroom at all.

Doesn't the heat exchanger have to be outside? If you have both inside then you just heat the room as you cool it. 😕

<< Yes, it's one room, but it's an apartment building, and the damn manager won't let me to install a window unit. >>

how do you plan to install it then? A/C doesn't generate cold, it merely moves heat outside of the dwelling.

There are units that you can cart around. They have a tube that you stick outside to vent the hot air out. They are usually more expensive than the comparable window units though.

I think another alternative would be a water based cooler. These might not work as well, but do cart around and use less electricity.

Well, yes, I do need to install a venting part of a portable unit in the window. I guess I could hide it somehow from the freaking manager, but not the whole window AC unit...

really? That's the first time I've heard of them. Learn something new everyday, hehe If you want to go budget, you can always just buy a block of dry ice every morning and stick it in the living room, hahaha
