Where to get bike license?

I was reading my city charter for rules on where I can fire firearms, and I stumbled upon this section on bicycles It says no resident of the city can operate a bicycle unless bicycle is licensed...

Umm, never heard of this rule, but sure, I'm game. Might help me recover my bike if stolen. How much does it cost to get a bicycle registered? And where do I do this?

Sounds like an out-of-date ordinance no longer enforced. Anyway, in New York, you can usually bring your bike to the local Police Precinct and they will register you bike mainly as a burden of proof if its involved in theft.
