Where to Buy Non Smart TV?

Sure. But there aren't a lot of choices at this point and it's an ever-dwindling, or at best a niche, market, so no manufacturer is going to put their best efforts into them. (For example, I haven't specifically looked, but offhand I don't recall ever seeing a "dumb" 4k TV at all.) Also, fwiw, few if any major "review sites" even mention them except occasionally in passing, let alone actually test/review them...

You won't find dumb equivalents of the "newest, latest, and greatest" models, but in general they're available pretty much everywhere smart TVs are sold. If you have anything specific in mind, your best bet is to look at manufacturers' websites for their full product lines, and then search the web for specific models, although you probably won't find discontinued models listed in the "products" section of those sites, just the support areas.)

I purchased a non-smart LG last year at Walmart (they actually had the best deal on the model I wanted). Make sure that it has a decent set of inputs and outputs.
 
Basically what Mike64 said. Inputs are one thing; you're not going to get the best PQ unless you get a high end TV and there simply aren't "dumb" TVs with all the best PQ stuff.
 
THanks, it's a government thing. We need them for displays and a smart TV has network capability so I have to go through IT to purchase them. Save me a headache to buy a dumb TV. I'll try Walmart and check out some manufacturer web sites.

In that case look at commercial tvs too.
 
Fwiw, Vizio seems to have a pretty complete line of dumb sets (ie, a wide range of screen sizes at both 720p and 1080p.) I've never owned one (any Vizio) so I can't comment even broadly on their quality or longevity either as TVs or monitors - but for whatever it's worth, it seems they are paying enough attention this particular market segment to produce a full line-up, rather than the more random offerings the other manufacturers seem to come up with...
