I think it's German, if it is, it's probably in Köln. I think the style is Gothic or something around that timeframe.. It's a church :).

It probably is gothic, but my first suspicion was that it was probably somewhere in the Northeastern US, but there is no way to prove that.

That building looks new. Maybe it's the angle of the pic and/or the coloration, but it looks like very recent construction.

I'll take a stab in the dark and say it's the Ricenfluffourer Church in Cologne, GE.
