Where is the cookies folder in Windows 8.1?

Hello,

I'm having a hell of a time finding the cookies folder in Windows 8.1.

I'm specifically interested in cookies generated by my Chrome browser.

Any thoughts?

AFAIK Google Chrome uses an SQLite file to save cookies in -

C : \Users\username\AppData\Local\Google\Chrome\User Data\Default\Cookies in a db files.

I.e., it is Not Cookies' Files stored on the hard drive but SQLite database files of the cookies which can be read by an SQLite Database Browser App.

But, if that's where Chrome cookies are stored, whats in the hidden INetCookies folder?
 
There are some fairly decent cookie manager extension for Chrome, so you shouldn't have much need to go into the file system or database containing the cookies. A couple that I use:

Awesome Cookie Manager
- Delete or modify cookies, with search

Cookie Monster
- Quickly delete all cookies from the domain of the current web page
 
Running windows 7. I deleted Chrome over a year, as I didn't like it. I checked to see if I have a Chrome folder as explained above, and I do. What is the best and safest way to delete these leftover files from my system? I know I won't use Chrome on this computer ever again. They look to be from the original installation by the date. Many start with the file name "Safe Browsing". Suggestions?
