If you install WinXP by booting up from the WinXP CDROM, you will not need SMARTDRV.EXE
SMARTDRV.EXE is a disk caching program provided with MS-DOS. If you insist on starting a Win2K/WinXP setup not directly from the CDROM, you will need to boot up from a Win9x/ME bootdisk, available
here at www.bootdisk.com. Once you boot up from that boot disk, make sure you run smartdrv.exe before starting the WinXP setup.
While you can continue a WinXP setup without SMARTDRV, the installation can take up something like 4 hours instead of ~30 minutes.
