So defeating nazi Germany was a zero? Intervening in the balkans was a zero? Keeping Russia starved for cash so they can't rearm effectively? Sure, a lot of interventions have been failures but some have been positive. UN peace keeping is an intervention and again while it has a mixed record, some has been good.

Point is Olympics is supposed to be above politics, so a political rebuff shows the politicians do not approve of Chinese actions and at the aame time does not impact the athletes going to compete.
