Where does WinXP store images to use as icons?

I want to create some custom icons for folders, apps, etc. Where does WindowsXP look for these images to use for the icon? If I go to properties for an individual file I can select an icon to use, how do I make my own custom icon available for selection?

Lots of places!!

Loads of files have icons 'in' them.

Simple way to create one for yourself is to save a bitmap with an extension of .ico Not sure what the official 'rule' is, but it works ok for shortcuts anyway

The simplest would be to use an icon software such as Icon Packager as mentioned above. A more advanced method would be to use ResHack and hack windows system images.
 
Thanks for the input. I want to avoid shelling out $20 for icon packager if i can. I will look into this ResHack...
