where does one get non-x86 cpus?

If you want to buy an x86 CPU it's pretty straightforward, you can hop on newegg or amazon or whatever, and buy the CPU. If you're ordering a bajillion of them I'm sure you can get them in bulk from Intel/AMD.

If you want a POWER or SPARC CPU, do you have to buy an entire integrated system from IBM/an-openpower-member and/or Oracle?

What about ARM? I know there are some dev boards that are available from commodity retailers like the Nvidia Tegra K1 and the Rasberry Pi, what about others?

You cannot do a build-it-yourself SPARC system. Those are sold as complete systems only.

ARM you can do a built it yourself pretty easy, just very limited usage. typically done for dev systems before testing on a real mobile device.

You also have Cubieboards, thats kinda important because they have a native sata.

I also remember that someone was doing a itx board with a VIA ARM chip, i dont remember the name.
