I always assumed it came from the bible but "NOT"

I actually heard a preacher use it in a sermon. (I think he believed it was in the bible)

He said...."When the word of God is absent, let your conscience be your guide"

Made sense but I still had to research it...LOL.

 
I heard it on 'American Hot Rod' where Boyd used that to tell the workers to work on the car instead of taking the afternoon off.
 
I either first heard it in Pinnocchio like some of the others, or I hear it in the song by Marvin Gaye:

And I'm pretty sure Marvin Gaye both predates and subsumes Chinese civilization and Jiminy Cricket.
