I think it came from people in the ghetto where the little brother always got the hand-me-down clothes from big bro, thus not fitting exactly.

Half-down? You must be out of touch. More like half-way to the knees. I think somebody must have been doing a clown parody, and it caught on with some stoned guys or something.

I shake my head in wonder at the bell bottoms (called "flaired" now) and hip huggers. Those were popular when I was in grade school. It's weird to see styles come full circle.
