where can i look up certain laws that were just passed?

Particulary I am trying to look up a law that apperently voids the out of state tuition fee for foreign students attending college if they went to high school in the US as well.

Well, we're in Troub City right off the bat because you don't mention the jurisdiction you're interested in. If you'll stop and think for just a moment, where you look up a recent law depends on whether it's a state or federal law. And, if it's a state law, which state. Answer that and we'll go from there.

i have no idea if its a state or federal law, but i live in california. It does look like a state law though.
