Most places that check them for free are going to do anything they can to get your business. They will try nearly any sales technique, including lying, exaggerating severity, and overselling parts and labor.
Any road or parking lot should do just fine. When you depress the brake pedal, you should feel the vehicle start to decelerate. (unless you're not moving)
My brakes get checked for free every time I get an oil change. When the brakes are good, they tell me so. When they need replacing they show me and I give them the goahead. I've been going to the same shop for over 10 years, though. When the mechanic puts me in line in front of other customers and really hustles to get me out the door I give him a $5-$10 tip. It makes a big difference in service.😀
