Developing a font from scratch is actually very expensive and is for a very limited market (real graphic artists) so prices are high.

The cheap / free ones are generally low quality, or scans / tracings of old fonts now in the public domain, or illegal morphings of existing commercial fonts. If you blow up the fonts scanned from old typefaces they'll often be simpler than commercial fonts -- think the Quake 2 player models vs. Quake 3 models with much more polygons and better textures.

I know none of these are free. (don't know about the other two). Yes, fonts are expensive, they have a very limited market, and that market is willing to pay the current prices for them. I mean, Adobe Font Folio is about $8,000. Just for a CD full of fonts. I think it'has every one of those fonts on it, though.
