If you can obtain some ozone and generate 1.21 GigaWatts in your living room, then you can make a significant quantity of DH-DHMO.
 
It's actually very difficult to manufacture, and even tougher to package and transport without degradation. The lifetime is extremely short because a single oxygen atom is a highly reactive free radical. Just don't tell Homeland Security about your search! They'd freak out on someone publicly trying to acquire and use radicals!
