where does one find coders to build websites?

If you know what you want then I would suggest rentacoder. I have used people off of web development forums and gotten burned in the past (even people with a decent reputation). At least with RAC there is a middleman.
 
there are probably people here that may be interested (like me), but without specifics and especially pay arrangements doubt you will find much.

Most side jobs I don't get involved in because either they don't know what they want and a not willing to pay for me to figure it out for them, or they make promises of me as a partner in return for a free storefront...yet don't even have a real business plan other than 'we are going to sell stuff on the internet'
