Walmart used to have them. I am guessing that CA outlawed them.
I really only need the yellow insert.

Can't tell what's going on there, but could you make an insert out of something? The right kind of plastic, or metal, with some petroleum resistant goop should fix you up.

You can still get real gas cans at motorcross shops. Non DOT of course. I bet they still caps too but you may have to buy new can.

I use these with extension nozzle: shuts off automajically when tank is full because 5 gal is a pain in the ass to move quick

May be easier to get a complete fuel jug package than just the part.

Although it is aggravating to do so!
