Use Acetone. It's inexpensive and can be found at any hardware store. I've been using it for years on computer computer components. It is excellent. It's also a great general purpose solvent. It evaporates quickly and doesn't make a mess. It will though, react with some plastics and rubbers, but computer board and card materials are not reactive.

It would be queer for any pharmacy/drug store/chemist or even grocery store not to stock rubbing alcohol/isopropyl/isopropanol.

I am curious what nefarious schemes warrant some mongers keeping the 99% variety behind the counter yet leaving 70% out in the open for any prevert to pick up sans prudent deliberation by a licensed professional.

I live in DC and the local CVS got it for me. They do not normally carry it, but their suppliers do offer it so it is easy for them to order a bottle for you. Talk to the pharmacist at the counter where you order prescription medicines. If they say they don't carry it and cannot give it to you, ask them if perhaps one of their suppliers offers it and if they might be able to place an order for it. In my case they ordered it, and I picked it up 2 days later.

They were extremely hesitant at first, as they were not sure why anyone would need such high concentrations of Isopropyl Alcohol, but when I explained why I needed it they were more than willing to help. If they say no, try any of the smaller local pharmacies, they should be able to order a bottle for you from one of their suppliers.

what else is it used for that would make them hesitant?

I have no idea. I think he was just hesitant because nobody had ever asked them for it, or perhaps he was afraid I was planning on drinking it ;)

EDIT: although, after reading all the posts above from people who know what they are doing (as opposed to me!), it sounds as if 70% is good enough. Definitely easier to get. At the time a friend of mine told me that it HAD to be 99%, and I just believed him.

Acetone is what I use and personally I think it works a little better and is much easier to get just look in the body section of any auto parts store, I know all the NAPA's carry it and they are national...

Acetone is very unforgiving. It can remove paint, melt plastic, dissolve coatings, etc.

It has it's place but for cleaning a a CPU/HSF IPA is a better overall solution.

If you already have the Arctic Cleaner, you don't need anything else. That's why you bought it, right?
