Whenever my dog hears running water

...and I am holding him in the air, he starts moving his legs really slowly in the doggy paddle motion. It's like he's trying to tread air. He has only been in water that he cannot stand in once, but he still does this. He can be anyone from 0-20 feet away from the source, but he does it all the same. Does anyone else's dog do this? Is my dog retarded?

My dog is afraid of water and every time i give him a bath he freaks out. SO maybe it is just the dogs instinct and fear?
 
My dogs LOVE water. It can be just barely above freezing and if there is open water, they will jump in and swim.

Big deal, when ever I hear running water I get the urge to urinate😕

My dog used to run away to the beach and go fishing. If you tried to get him out of the water he would simply swim round to the next bay so you'd have to chase him, and when you got there, he would swim back...
 
If you held one of my dogs really, really close to the water, he'd start to paddle in the air like that.
