In with my lips if it's a song.
Or
Out with my tongue. It's higher pitched. More like a bird.

Blow out.

I can do the suck in whistle too, but it's not nearly as loud and low notes just don't sound right. I have mean tone control blowing out though, which might have something to do with years of clarinet playing.

Both.

Although, I will admit that I couldn't snap my fingers for the longest time . I remember a music class in 6th grade, I had to think of a way to make some snap noise without anyone noticing that I wasn't snapping my fingers :p. Now I can snap my fingers on both hands >_>.

As Lauren Bacall famously said in "To Have and to Have Not"

You know you don't have to act with me... You don't have to say anything, and you don't have to do anything. Not a thing. Oh, maybe just whistle. You know how to whistle, don't you..? You just put your lips together and... blow.

Hum and whistle at the same time once. It's the best way to describe a receiver with bad filter caps. :D
