When will AMD take out a rival video card for NVIDIA?

Most likely not. AMD was able to offer 4k60Hz via hdmi only with Polaris, but nVidia had it with Maxwell. The same with HEVC support, nVidia was first. It is likely that the gap will stay.

From wikipedia - The UVD 7.0 decoder and Video Coding Engine 4.0 encoder are included in the Vega based GPUs.[24][25] But there is still no fixed function VP9 hardware decoding. Strange, becouse Polaris had full hw support.

VP9 is used for youtube videos.

I did not understand all the AMD + 7NM publications
When their next generation come out?

Which means that in movies + 4K screen will be a NVIDIA 1060 video card
Good enough ?

Yes VP9 will soon be history as AV1 will replace it.
AMD's 7nm gpus should come in 2019, probability is higher of 2nd half than first.
