why are there only certain dates you can make a payment?

For instance today I wanted to pay the water bill and the electric bill. The soonest I could pay the water bill was the 17th, but I could pay the electric bill the 13th.

Water bill is due the 16th...they scamming me to get the 1.16 late charge or what?

with my online bill payment some are electronic transfer and some are paper check that needs mailed out. maybe that is why in your case?

This is true for me as well. Your water company may not accept electronic transfers.
