When someone says bind an IP to the server, is that the same thing as saying, give the server this IP address and make sure nothing else uses it? When I am given a block of IPs and I select one to assign it to a server and actually do it and set the server up to use that IP address, have I bound that IP to that server? I know what it means to BIND and I know BIND is also a DNS daemon, but I just want to make sure that I am not overcomplicating the issue.

Yea, I think you're just over thinking.

It could also be used in a multi-homed server, when adding another IP to the same NIC that hosts other IPs.

Bind means "to assign an IP address to an interface". There's also "Berkeley Internet Name Daemon" (BIND) , just to confuse things.
