The message, or at least the interpretation would be this: be as brutal as you want - the worst you'll get is having to pay medical bills, plus a few 100 for pain and suffering, if they can prove it. Don't break any bones, and you're just fine.

2. Too bad for that public school that they're going to have to foot the bill for that million dollars. Maybe next time they'll realize that you get what you paid for. Your district needs security officers? How about spending the money on some well paid people who are qualified; maybe some real police officers, rather than these types of idiots. But, no, that would raise taxes too much.

That's a dumb statement. So if I brake your leg on purpose, you only want me to pay for your hospital bill? Are you some kind of robot? If that's all there was to it, then people can commit any type of crime and the only thing they'd really worry about is bills and an "apology."

Face it, the only pain that people feel is either losing your rights (getting sent to jail/prison/death) or monetary. Both translate the intrinsic value of the law into reality well.
