Question When resuming from hibernate, pc powers on, powers off and then powers on

So it's been acting this way for as long as I can remember and as far as I can tell hasn't been causing any problems. But just thought I'd ask since it seems odd.

When I resume from hibernation (not sleep) the pc powers on for a second, then powers off, and then powers back on and resumes. Is this normal? Why does it do this?
