I have there will be another DirectX before DirectX 10 and it will be called DirectX 9.0L

It says that it will feature Shader Model 4.0. ANd it seems that today's ATI and NVIDIA cards don't support Shader Model 4.0. So if we just upgraded to a new system with a new high end video card today, it won't be able to utilize anything new that the next version of DirectX 9.0L will offer?
And when is DirectX 9.0L coming out? So it would be a waste to build an SLI full x16 capable system with one GeForce 7800GT video card and plan say to upgrade to another GeForce 7800GT video card three months later in order to take advanatge of the full x16 SLI speed for both video cards in one system? All because the the current GeForce 7800GT video cards don't support Shader Model 4.0 which DirectX 9.0L will deliver.
And when is DirectX 10 coming out? Is it going to be included with Vista right when Vista is released? Or will DX10 not yet be ready by the time Vista comes out and will be released as an installable addon to Windows Vista?
