Recirculate will make the fogging worse. You always want fresh air. The reason is that the vheicle is basically sealed, and if you have the ventillation on recirc, you are recycling the air that is already in the cabin. Since humans expel a lot of moisture when they breathe, the air will just keep getting more and more humid if you have it set on recirculate. This is especially noticed in the winter because fresh winter air is very dry already, the reason that the air inside the car is humid is because of your breath. If you keep the dry outside air from coming in, then you are just making it more humid inside the car.I think if it's especially bad, recirc will help.
