when does RD 1066 come out?

PC1066 is already out. It's called Samsung PC800.

If you want "official" PC1066, you'll have to wait until late May or June.
 
so is samsung pc800 the thing to use if i want to overclock my 2.0a to 2.9 and still get the RDRAM going really fast? how do you determine how fast the ram is operating? like it says 533mHz, but how fast is it running really? and how do you know how fast you can go with it and how to do it?
