that's generally what happens in my experience too. it becomes an awp fest.

The problem with the semi-auto sniper rifles is that, unless you're EXTREMELY accurate or expect to engage multiple targets frequently (which is usually a losing proposition because few maps are big enough to really exploit the range of the sniper rifles), the AWP is a better weapon. It has significantly better penetration capability, and it's far easier to get one-hit kills. The faster cycle time of the semi-auto rifles is irrelevant against a single target, since the AWP will kill them in one hit anyway.
IMO, CS becomes a more interesting game overall when you take out the AWP. It makes sniping too one-dimensional. To me, it's not really a question of it being a "noob weapon"; using it well still takes significant skill. Although it does make it much, much easier to get one-hit sniper kills than with the Scout or the semi-auto rifles.
