When buying a power supply, which voltage line is most important?

CPU, VGA, and HDs all run off the 12v rail. On ATX 2.0 PSUs the 2nd rail is for all the peripherals, the 1st rail is dedicated to the CPU and MB.

Lots of the extra voltages are legacy in nature, I think. Ultimately the reason for 2 12v rails is to isolate the mb away from peripherals and vice versa. It seems like it isn't all hype either. My box has been rock-stable since I moved to a dual 12v rail PSU.

 
Yeah dual-12v railing is ultra-stable, but you lose some juice in the process. If you're okay with having <20A on each rail, get dual-rail.
 
Loss of power per rail may be an issue for a small minority, but when you consider that something like a HD sucks down maybe .30a, 18amps per rail just isn't going to be an issue.
