When a glass of water sits in a glass for a while...

Since glass is liquid, it evaporates into the water, causing the bubbles. Those bubbles are actually filled with glass vapor.
 
The hydrogen in the water causes an attraction to sub atomic particles that are constantly moving through all of us. These sub atomic molecules can be ferium and the ferium molecules can combine with the impurities in the water and make ferotic gas. What you are seeing are ferotic gas molecules trying to stabilize the inherent dynamic of standing water.

Or, do you refer to the states of matter as "solid, liquid, air"
(yeah, I know, there are other states of matter... but if he refers to a gas as "air" then let's not confuse the lad further) Given your apparent lack of knowledge of something so simple as "gas", I don't think you're ready for the real answer. So, I'll go with "because you touch yourself." It's close enough to the real answer anyway.
