Choose a different server to test against. Burlington VT only gave me 15 up, New York, NY gives me the full 25.

Comcrap seems to have done some work around here lately. This is letting Speedtest pick the site to test to and from. YMMV to other sites.

I pay $31 (which is split with my roommate) for 10/.768 service. Apparently, on 4/1, they're going to boost my speed to 15 down for free. Not like I ever use most of it anyway...
