Actually, if you think about it, that comment doesn't really work as an insult. A 2 inch woman would be shorter than something 3 inches long, of course, it is also shorter than something 30 inches long. The mod is trying to imply the shortness of the appendage in question but his comment doesn't do that.

What he should have said was "She must have a job in circus. She can't be more than 2 inches tall."
