What's your definition of a moderator?

I'm having troubles in another forum with a moderator and the thread is staying open due to other moderators keeping it open... I'm trying to define his job for him to stick him in the eye with his own job.

Please help... Moderators opinions are more than welcome, actually.... for the moderators, is there a certain mission statement that you must follow?
