Not necessarily. You *can* give Rh positive cells to an Rh negative recipient. Provided the Rh negative recipient has never had Rh positive cells before, it'll take some time for the recipient to develop Rh antibodies.
You could do it, but only once, and only after verifying the recipeint does not have anti-Rh antibodies. Obviously, this would be an emergency situation, but it can be done.
