What's wrong with this NT user account?

I have over 100 users on one NT domain. We have a regular turnover, so when I get a new employee, I usually just rename and account, make a new network folder for the user, and give the new user permissions to use that folder. This week, I did just this, but when I gave the user permission to use the network folder, the old user name appeared instead of the new user. Of course I tried this again with the same results. I then deleted the new user from user manager and renamed another user account. Same result. I then deleted that account and set up a new account. After giving permission to that account for the network folder, I see that it lists it as an unknown account. Also, the user can log into NT, but not the member server with programs.

Whenever you make changes to the SAM database, I always manually synchronise the domain controllers. You propably know this, but in Server Manager.

I believe MS recommends against doing that, not sure why though.

Anyway on a high-speed LAN they should sync up quickly, like under a minute. But on a low-speed connection it can take up to 15 minutes.

I know about the sync and did wait a while. I think something was wrong with my member server. He could log into NT at a workstation, but could not connect to the main server. Yesterday, no one could connect to it and I restarted it and did some maintenance and it seems to be working correctly now. Thanks.
