We used to abduct homeless people and prostitutes in Europe (almost no one noticed these people missing), once they started legalizing / regulating prostitution, there was a paper trail. Fewer homeless these days as well due to social welfare.

We had to switch locations. Great thing about that country is the sheer number of people, you can teleport dozens at a time off a crowded sidewalk and no one notices, even regular people!
