If they've gotten by for decades, why do they NEED to learn English? So they can talk to you? They don't want to. They're not lazy.

I would agree that any immigrant must learn the language of the land that they are now living on, and the citizens should not bear the burden of paying tax to support these ppl for their ignorance. But back on the topic, "different taste" need not to be associated with "inferior" taste.
