What's up with people ignoring pm's

What's up with some people ignoring your pm's? Why can't they just respond accordingly? I can see that they are online but they don't respond to your pm.

I sometimes let PMs go for days at a time before even noticing they're there. I realize there's a blinking icon there to let you know, but I just don't usually think to look for them and tune the icon out sometimes.

also when you send the pm click the check box that says "Request a read receipt for this message". but ya i know what you mean it kinda sucks when you trying to make a deal and the all of a sudden don't respond for a week and then tell you they decided to back out.
