what's up with my leadman powmax power supply!?

leadman powmax, 300w, lp-6100c. Sometimes when it loads win 95 it starts shrieking and then the shriek dies. It also shrieks at times when i hit the reset button. There is always some squeeky noise from this thing. Should i just return it?
