What's up with my bootup? (KT7A) Is it dead??!?!

(First build) I had my computer POST at default settings after I assembled it with the basics. Then, I was fidgetting with the floppy drive and seating the connector in correctly. Upon bootup, it gave me the error that the "CPU is unaccessible" and recommended I check the settings. I think I may have handled the board a little while inserting the floppy cable. Now, it won't even POST. Whenever I unplug the power cord and replug it after a little while, I notice the case fans and cpu fan turn on for about 2 seconds then shut off... the power LEDs don't turn on and the hard drive does not spin. Then nothing...

Here's the setup:
ABIT KT7A-RAID
Duron 700 (defaulted on 7*100)
fop32-1 hsf
GeForce 32mb GTS agp card
256mb pc133 Crucial memory
45.0gb ibm 75gxp hard drive
300 watt power supply (Antec case)

I did attempt to unlock the multiplier using the rear-window defogger loctite mixture. It posted after I assembled it all (like I said) and showed a cpu temp of 39C in the bios. Can't really think of anything else to mention. I would really, really, really, appreciate any insight in to my dire situation.

Do you have a fan plugged into FAN1 because if you dont the boot will power on and then off again by itself.

Its a built in safety feature.

Shutdown is a protection feature that protects the MB components.
If anything is shorted (or missing i.e. fan 1) the Mb will go into shutdown. start by disconnecting everything that isn't needed, cards, drives, etc. then try it . if it still doesn't work check the metal from the case isn't shorting the MB somewhere. try another PS, it should come on with a bare minimum of things on it. no hard drive, just a video card, if it still won't post , the CPU may be bad or seated improperly. remove it and reinstall it, drives pluged in backwards, memory can also stop it cold (try another dimm). if all fails you may have fried your CPU or MB. I don't know if you voided the CPU warranty
with the jumper stuff, but the MB is probably covered if thats the problem. this is where you need another CPU the determine if its the CPU or Mb. hope this helps!
