meh, that looks exactly like the system check virus. I got it and it did a number on my work machine that is fully protected. Lots of the anti-virus won't catch it. Clean up is a nightmare.

Open task manager, look at processes running under your user. Kill them one by one, until the icon goes away.

Also, post a list of running processes for us to read?

Disabling things in startup one by one and restarting after each using msconfig might do it.

I haven't seen that icon in the system tray from VLC. Only the traffic cone icon.

Might be a hardware manager device failure warning concerning your video driver/card going bad. Would explain the video problem.
