That's a big nasty virus. I'm serious. It's called "system check" or something like that. It will do major damage, remove all your files, etc. Nasty critter. Google around on how to remove.
 
Hmmm, I run AV and Malwarebytes 24/7.
It hasn't popped up any notices.

It's there to alert you when anyone makes an escape attempt from the basement.

meh, that looks exactly like the system check virus. I got it and it did a number on my work machine that is fully protected. Lots of the anti-virus won't catch it. Clean up is a nightmare.
 
Disabling things in startup one by one and restarting after each using msconfig might do it.

I haven't seen that icon in the system tray from VLC. Only the traffic cone icon.
